Member of the PKM Philippine freedom organisation. Arms dealer with connections with the Bigio Family in Seattle. Went in search for his brother Anselmo Arroyo after his illegal adpotion from a Filipino orphanage. Kidnapped him back from his adoptive father Satoshi Nakamura, but while returning to the Philippines was killed by Pins and his brother returned to his adoptive father in Finding Yoshi.
