Colonel Togo Fukumoto

Former Major and commendant of Yoshi Island before its closer as a metahuman relocation centre by the new Jampanese Emperor. Was transfered to the command of Colonel Jeiji Saito in 2060 in San Francisco where he helped Saito engineer his military coup. After the coup Fukumoto picked up where he had left off with Yoshi Island and began his pursecution of the Metahumans in San Francisco. Captured by a Special Ops Ares Marcotechnologies team on Alcatraz Island he was about to deliver his final solution to a group of Metahumans using Nerve Agents obtained from the Japanese Military. He is now being held by Ares Macrotechnology on behalf of the UN on charges of crimes against humanity.
