General Incompetence

Cost: -1pt ; functions as incompetence except to one specialization of a skill i.e. Rookie has Pistols 5 (Savalette Guardian 7). He takes general incompetence on pistols meaning his TN's will be +1 unless he uses a Savalette Guardian when they will be as normal. This flaw may be combined with limited aptitude but not aptitude or incompetence. May be taken multiple times.
