General Incompetance
Cost: -1pt ; functions as incompetance except to one specialization of a skill i.e. Rookie has Pistols 5 (savalette Guardian 7). He takes general incompetance on pistols meaning his TN's will be +1 unless he uses a savalette Guardian when they will be as normal. This flaw may be combined with limited aptitude but not aptitude or incompetance.
