Former Major and commendant of [[Yoshi Island]] before its closer as a metahuman relocation centre by the new [[Jampanese Emperor]]. Was trasfered to the command of Colonel [[Jeiji Saito]] in 2060 in [[San Francisco]] where he helped Saito engineer his military coup. After the coup Fukumoto picked up where he had left off with [[Yochi Island]] and began his pursecution of the Metahumans in [[San Francisco]].
Captured by a [[Special Ops]] [[Ares Marcotechnologies]] team on [[Alcatraz Island]] he was about to deliver his final solution to a group of Metahumans using [[Nerve Agents]] obtained from the Japanese Military. He is now being held by [[Ares Macrotechnology]] on behalf of the UN on charges of crimes against humanity.
