There was, ohhh 6 Triads then (or was it 8). Anyway, more than now. Those other's been absorbed, wiped out or... well, that's another legend. But they ran things much as now. Passing shit down and getting the little people to do the work. Either by fear (for those not wanting to part of a triad) or promise (for those that did).
