Knowledge skills allow the subject to know more than they otherwise would, and do not require full skill wires. Active skills, combat related, or driving vehicles, require the skill chip to have access to the whole body to tell it exactly how to perform tasks, this requires full skill wires. The higher a rating of skill wires, the more complex and detailed the skill chips can be, allowing the user to perform more successfully at the given task.
